Israel has survived their seventy years of Babylonian captivity and two groups have made the long and dangerous journey back to Jerusalem. As this new Israeli generation sees the destruction for themselves they are overwhelmed. Enemies from without and within keep the people oppressed and depressed, so the work grinds to a halt.
